    Plaquenil and skin discoloration The spots can range in colors from blueish to brown in color. I have some on my neck, but doubt that circles under ones eyes could be blamed on hydroxychloroquine, But that's just my opinion, the spots seem to be very free form in shape and don't look like age spots or freckles,
